Mr. José A. Ramos is currently the Interim Division Director for Aviation Planning, Land-Use and Grants Division. He has 17 years of professional airport planning experience including airfield, terminal, and airport operations gained steadily during his tenure with the Miami-Dade Aviation Department (MDAD) Mr. Ramos began his career with the Aviation Department in 1994 as an Architect 3 for the Programming Section of the Development Division. He was subsequently promoted in 2002 to Deputy Chief of Aviation Planning and to Aviation Planning Chief in 2003 - the position he held until his current appointment. Mr. Ramos is responsible for identifying the future needs of MIA and MDAD’s general aviation airports, including facility programming, airport system planning, master planning and updating the County’s airport layout plans. He provides crucial support across all MDAD divisional lines in evaluating and applying specialized aviation planning criteria in a highly regulated environment to address safety, capacity and level of service solutions enabling the operating divisions to function at a high level of confidence and efficiency. Most recently, he has been responsible for directing and managing the Strategic Airport Master Planning 2015-2050 effort for the Aviation Department’s system of airports, focusing on airports intermediate, long-term and strategic development needs. Other roles include participation in regional and state transportation task forces such as the Metropolitan Planning Organization (MPO), Transportation Improvement Plan (TIP) Committee and the Florida Department of Transportation (FDOT) led Continuing Florida Aviation System Planning Process (CFASPP) process, coordinating the integration of the MDAD system of airports into regional and state transportation improvements. He supervises the preparation and coordination of the state-mandated update of the County’s Comprehensive Development Master Plan (CDMP), evaluating the progress in implementing the goals, objectives, policies, maps and text of the CDMP, and recommending changes through EAR-based plan amendments. Mr. Ramos is the Aviation Department’s lead technical liaison with the responsibility of coordinating with the Federal Aviation Administration (FAA) and administering the Federal and State grants-in aid program for the County’s system of airports, administering the funding in accordance with FAA grant assurances, obligations, development orders, and advisory circulars. He also oversees a staff of six planners, architects and engineers. Mr. Ramos is a State of Florida registered, LEED AP certified architect. He earned a Master of Architecture degree in 1985 from the University of Florida.
